As a proponent of "Eugenics" Leonard Darwin believed in the concept of guided evolution. In "Steam Powered" this is taken to its extreme possibilities. The result is Fritz--the first of an army of bio-mechanically engineered soldiers created by the Germans to defeat the Allies.
In designing Fritz (also the nickname given to the Germans in WW1 by the British), we drew reference from the world of extreme body builders, and combined that with a darker version of Victoria's mechanical leg prosthetic. Fritz is meant to be more machine than man, devoid of morality and designed to follow orders without hesitation or question.
"Steam Powered" asks the question "What does it mean to be human in a technological world?" And while "Steam Powered" is science fiction, the practice of Eugenics is indeed a bit of our world's dark history that should never be forgotten.
